The Urban Structure
The urban structure is Winnipeg’s plan for accommodating growth and change in different parts of the city. It guides the city’s future realization, identifying and defining its physical components, not as they are today, but as they are envisioned. It differentiates between areas of the city based on their period of growth and descriptive characteristics.
The urban structure is something new for Winnipeg. While the City’s previous plan, Plan Winnipeg, broadly differentiated just two main policy areas, the OurWinnipeg urban structure identifies a wider range of areas. It directly links land use to transportation, it encourages mixed use and increased density in most new development, and it is adaptable to change. Winnipeg is being proactive by developing an urban structure – a tool that is innovative and rare in North America.
The urban structure is important for the future of Winnipeg because it:
- Accommodates population growth in areas that provide the best opportunity to do so in an environmentally, socially and economically sustainable way.
- Helps Winnipeg stay competitive by increasing certainty for new development and supporting complete communities.
- Increases sustainability by supporting transportation options and by maximizing existing infrastructure such as roads, pipes, sewers, schools, and amenities.
