On September 27, 2006, following a public hearing held on September 12, City Council approved the rezoning of land in the Meadows neighbourhood to allow for the development of Kildonan Green.
This neighbourhood provides 708 new housing units and is notable for its diverse mix of housing types and sizes located on shared streets or in close proximity. Housing types include single family, multiple family geared to older adults, duplexes and fourplexes. Housing construction has been underway since 2008 and is expected to be complete by 2012. Commercial development is also planned, within a short walking distance of homes, and there are parks and linked Active Transportation trails.
A combination of Residential Single-Family (R1-3.5), Residential Two Family (R2), Residential Multiple Family (RM-4), Commercial Community (C2) and Parks and Recreation (PR1) is approved for Kildonan Green. Click Zoning Map in “Maps Gallery” for more information.
This project provides an example of how diverse housing options in new and recent communities can successfully meet the needs of a changing housing market, while supporting social sustainability goals.
Diversity and Social Sustainability
One of the central goals of OurWinnipeg is building complete communities, which are neighbourhoods that support a variety of lifestyle choices, providing opportunities for people of all ages and abilities to live, work, shop, learn and play in close proximity to one another.
A mix of housing types (forms and sizes) and tenures (rental or home ownership) in a single community can accommodate a range of needs, incomes, and life stages of Winnipeggers. This can increase the diversity and functionality of our neighbourhoods and expand options for all Winnipeggers. OurWinnipeg encourages a range of sizes, forms and tenures of housing in all communities (described in Section 01-4).
Aging in Place
Providing multiple housing options in a single neighbourhood offers Winnipeggers with the opportunity to remain in their communities of choice as they age and move through various stages of life. This is one of the goals of OurWinnipeg and the Complete Communities Direction Strategy. The option of transitioning from a single family home, for example, to a condominium, apartment, or supportive type of housing can allow older Winnipeggers to remain close to their familiar/ desired communities, families, and social networks. Kildonan Green provides this opportunity by including two assisted living facilities for older adults as well as 55+ rental apartments.
Commercial amenities
Having retail/ commercial amenities close to housing is another goal of OurWinnipeg and the Complete Communities Direction Strategy, as it provides improved accessibility and shorter walking distances. Residents of Kildonan Green will be able to access many of their retail needs without crossing any major street. This can help increase active transportation (walking, cycling, etc.) and can in turn help support reduced greenhouse gas emissions.
Kildonan Green and the urban structure
Kildonan Green is being built in an area identified in the urban structure as a Recent Community. Recent Communities are areas that were planned after 1950, with some, like Kildonan Green, being recently built or underway. Recent Communities are primarily residential areas and contain a mix of low and medium density housing with nearby retail amenities.
Kildonan Green aligns with the goals of the urban structure by increasing housing choice, increasing options for ‘aging in place’, and creating strong pedestrian connections. (See Section 04-2 in the Complete Communities Direction Strategy.)
Recent Communities are one of the Areas of Stability in the urban structure. Areas of Stability are areas that will accommodate moderate growth and change that fits with the existing form and character of their location.

Kildonan Green and the Sustainable Transportation Direction Strategy
Kildonan Green aligns with goals of the Sustainable Transportation Direction Strategy by incorporating active transportation routes, sidewalks and improved connectivity (described in Section 02); and by helping to complete the City’s proposed future active transportation network. Council concurred in the recommendations of the Standing Policy Committee on Property and Development to adopt the Kildonan Green Subdivision, to be developed in five phases. See PDF or click here.
December 17, 2008
Council concurred in the recommendation of the Executive Policy Committee for rezoning along Mahatma Ghandi Drive between Tommy Douglas and Plessis Road, to allow for the creation of 15, two-family dwellings. This collector street was originally envisioned as a single family block. See PDF or click here.
A public open house for Kildonan Green was held at Canad Inns Transcona on February 6, 2006 and was attended by ~ 45 people.
The first public hearing was held on September 12, 2006 and the second public hearing – for a two-family rezoning of a portion of the site – was held on December 17, 2008.
Kildonan Green is being built on previously vacant agricultural land within a designated Neighbourhood Policy Area (Plan Winnipeg 2020). The CPR Keewatin main line, built about 1882, sits immediately north of the site. In 1988, there was a proposal to develop a vacant strip of land along Plessis Road between Devonshire Drive West and North Meadow Drive into a combination of residential and commercial; but the project was put on hold to adjust future plans for the site. Land immediately south of the site (Kildonan Meadows II) was developed between 1986 and 1997.
In 2007, work began on Phase I and II of Kildonan Green, in the southwest corner of the site. Since 2009, work has been underway on the remainder of the site, which will culminate in 2012 with the northwest corner and the commercial site in the southeast corner.
The general housing densities and development patterns in Kildonan Green align with those of adjacent communities.
